The site is on the corner of 23 Kiora Road and 2-6 Willock Avenue in Miranda.

The Shire Salvos Miranda has been providing services from the original houses on the site for over 50 years.
The facilities are no longer fit for purpose – they are showing their age and are struggling to keep pace with the growing needs of the community.
The redeveloped site will allow for a larger, specially designed 1,500sqm ground floor holistic community centre that will support the Salvos to continue to serve the Sutherland Shire community for generations to come.
At the same time, the proposed development responds to the urgent need for increased housing in the Shire that is close to schools, services and public transport.

The Salvos' operations in Miranda and the broader Sutherland Shire provide a range of services, several faith and connection groups for people of all ages, and social support services including crisis assistance, financial counselling, transitional housing and rehabilitation services.

It’s envisaged that the current Salvation Army site at Miranda will be transformed into a vibrant mixed-use community and residential development that caters to the evolving needs of the local community.
The proposed plan includes:
demolishing the existing buildings; and
constructing a new 17-storey building comprising:
approximately 1,500m² of fit-for-purpose community space on the ground floor for The Salvation Army to deliver services for the local community
approximately 116 apartments, including a component for affordable housing.
The final area and number of apartments may change slightly as they are subject to planning approval.

The Miranda Renewal project has been selected by the NSW Housing Delivery Authority (HDA) for the HDA Planning Pathway which is designed to streamline approvals for well-planned, high-quality projects that add to housing supply and improve affordability.
As part of this process, the project is being assessed as a State Significant Development. Which requires a detailed Environmental Impact Statement (EIS), which addresses any impacts on matters such as traffic, parking, local services, environment, heritage and the community.
We are currently preparing the EIS and will continue to engage with the community and stakeholders at each step.

Construction is currently planned to commence in mid-2027, subject to the planning approval process outlined above. The build is expected to take around two years, though timeframes may be adjusted if delays or unforeseen issues arise.

After an exhaustive 12-month Expression of Interest process to find a development partner that aligned with its principles, mission and vision for the site, The Salvation Army appointed Formus Property as development partner to seek Development Approval for and delivery of a new multi-purpose facility.
The Directors of Formus Property, Ben Fairfax and Adam Lucas, are both local to Sutherland Shire and have a great track record in working with organisations like The Salvation Army to help guide property decisions that enable their work to continue for future generations.

Ahead of the lodgement of the State Significant Development Application, the project team is engaging with the local community and key stakeholders about the plans. This includes information and feedback sessions on 1 October 2025 (register here) and through a survey (link), which is open until 15 October 2025.
Once lodged, the NSW Department of Planning, Housing and Infrastructure will put the plans on exhibition. This means that the plans will be available for public comment from the community. The Department will consider the submissions received through the exhibition period in its determination of the development application.

The design has been carefully tested to limit overshadowing. While any new building of this scale will create some extra shade, studies show minimal impacts on nearby homes and the local school.

The project includes three basement levels with parking for residents and visitors, as well as bike storage. Being close to Miranda Station and the bus interchange also means people will have good options to walk, cycle or use public transport instead of relying only on cars.

Miranda is already a busy, growing centre and has been identified by Sutherland Shire Council as a place where more homes and services should be located. The design responds to its surroundings and improves the street with landscaping, new trees and a modern community facility. The aim is to add to Miranda’s character, not take away from it.

Safety has been a priority in the design. The building will follow Crime Prevention Through Environmental Design (CPTED) principles such as good lighting and open sightlines. The community centre will also be directly opposite Miranda Police Station, and The Salvation Army will continue to have a strong on-site presence, which all helps create a safe and welcoming environment.
